Smoother, more reliable onboarding

We've made a round of improvements to the in-product onboarding agent so it guides visitors more smoothly and reliably.
- Takes you to the page. When you ask about a page, the agent is now better at navigating there rather than just pointing at the menu item.
- Waits for the page to load. It tries to hold its answer until the page has finished loading, so it's less likely to respond before content has appeared.
- Scroll cue for off-screen steps. When it points to something scrolled out of view, you'll see a "Scroll up / Scroll down" cue showing which way to go.
- Type a reply any time. You can write back even while the agent is highlighting part of the page.
- More natural offers. Workflow suggestions are phrased as a simple question ("Can I walk you through it?"), and the agent handles a stalled step more gracefully.
